When did the bail become “Stainless Alloy” all of mine are brass or maybe bronze chrome plated,I’m betting brass.I own 6 ,5 righty’s ,1 lefty,one righty is a Taiwan,a bit different mechanically but still a reliable and tough reel

Welcome to the MRM.
Regarding the diagram all I can tell you it that it came from an original Garcia Mitchell Owners manual that came with every new reel. I haven't been able to find any kind of a date on these manuals. We can identify the reel shown as a fifth version Mitchell 300 and my best guess would be a 1956-57 reel.
Who knows who wrote the manual and what they knew.
Could you possibly consider a bronze or brass chrome plated bail a "stainless alloy", well maby
