It is made in Russia, Russia is known for making many copies of all sorts of brands. Here's a picture of the C-1 in the Russian "catalog", it is rather different from the reel itself. Below is a text belonging to this reel, anyone can translate it ???

"Распространены также безинерционные катушки с обозначением С-1, отличающиеся оригинальной конструкцией от катушек с вращающимся барабаном. Катушки изготовлены Кунцевским заводом имени КИМ.
Катушка С-1 (рис. 11) состоит из: а) корпуса с ножкой, за которую катушка крепится к рукоятке удилища; б) шпули, на которую наматывается леса; в) механизма для наматывания лесы, состоящего из ручки, двойной зубчатой передачи, заключенной в корпус, и барабана с укрепленной на нем дужкой-лесоукладывателем, наматывающим лесу на шпулю (зубчатая передача оборотов от ручки к барабану увеличивает скорость его вращения в 3,75 раза) при одном обороте ручки; г) тормозной крестовидной гайки, которой при стягивании лесы со шпули, при включенном лесоукладывателе, регулирует силу торможения шпули в соответствии с прочностью лесы. Если сила тяги преодолеет силу торможения, то шпуля будет вращаться на оси стержня, издавая треск, а леса сматываться со шпули. Правильно установленный тормоз предохраняет лесу от разрыва при сильной потяжке рыбы."
